Auction Description
for
THE CHARACTERIZATION OF HYDROXYL-TERMINATED POLYBUTADIENE (HTBP)
1.0 GENERAL
1.1 Introduction
The Naval Surface Warfare Center Indian Head Explsive Ordnance Disposal Technology Division (NSWCIHEODTD) has been tasked by the Defense Logistics Agency to characterize available lots of HTPB.
1.2 Background
The HTPB prepolymers require unusually rigorous molecular weight characterization techniques to differentiate them. The HTPB lots will be sorted by molecular weight and characterized by multi-angle light scattering detection gel permeation chromatography (MALS GPC).
2.0 REQUIREMENTS
The Contractor shall obtain measurements on the HTPB polybutadiene lots which includes but is not limited to the following:
• Provide Wyatt Viscostar/DAWN HELEOS-II detection coupled with Waters Alliance HPLC System and appropriate software
• Collect molecular weight distributions and hydrodynamic radii (if appropriate) on ‘good’ and ‘bad’ lots of current Cray Valley and Mach I lots of HTPB
• Support analysis of the experimental results
3.0 REPORTING REQUIREMENTS AND DELIVERABLES
The Contractor shall work with the Government Technical Point of Contact (TPOC) to prepare a final characterization report to guide formulation of current lots of HTPB and focus future characterization efforts, in accordance with CDRL A001. All deliverable documentation as specified herein shall be inspected and approved by the TPOP. This publication shall not be released to the public without prior NSWCIHEODTD approval.
4.0 PERIOD OF PERFORMANCE
The period of performance shall not exceed nine (9) months after award of the contract.
